How is this different from now? As soon as the offense is set, you snap. It's the same thing. And if you don't think smart QBs will do a quick fake to draw defense offside than snap it, losing maybe half a second for a free play, I don't know what to tell you.
I think this rule is fine now. I doubt it impacts any games at all, even Manning in his hurry-up shouldn't have a problem (he was obviously testing it in that preseason game and barely managed to screw with it, this tweak should eliminate that.)
