This is already in the works. Study abroad trips have been going there already and there are plans in the works to let US citizens use Havana airport (mainly bc Florida Keys residents often only have boats and get pissed they have to go to Miami to fly in/out). Still though, I think Cuba will be easily accessible (outside of a sure to be annoying visa process) for Americans relatively soon.
