Apparently Flynn's decision is between the Dolphins and Seahawks, and whoever doesn't get him will then focus their attention on Tannehill. There will be plenty of offers to trade up for either team.
Miami would have to do something after swinging and missing so many times in free agency.

I think it's a strong possibility. I could definitely see Miami making a move if they can't sign Matt Flynn. I'd also add Buffalo and Kansas City to the list of qb hungry teams.

If you like a QB enough to want to draft him in the late first, you like him enough to draft him #1 Overall. If you like a QB, go get him.

SI's Peter King believes Texas A&M QB Ryan Tannehill may not last beyond the draft's first four picks.
If interest in Tannehill continues to grow, the Browns will be in excellent position to auction off No. 4 pick. That is, of course, if they decide not to draft him. Tannehill's next, and perhaps last, opportunity to solidify himself as a surefire top-eight pick will come at his March 28 Pro Day.

I'd like to declare the Ryan Tannehill market to be dead.
Let's look at the suitors:
IND - Luck
WAS - Rg3
SEA - Flynn
MIA* - Alex Smith or Tebow (pending)
SF* - Kaepernick is their young guy of choice.
who else needs a QB?
CLE at 4 and 22. honestly the Browns can sit there and wait for him at 22. There's literally no other team that needs a QB and will trade up. they could get Blackmon at 4 and Tanny at 22 and consider it a clean up.
I mean really, what is the 1st round demand for this player? Other than CLE, there is none. Are there teams that would look at him later than CLE at 22? Probably but as a backup and wouldn't likely trade up for him.

Miami's the other team in the Tanny mix. It may force the Brown's hand although they might just rather have Kirk Cousins.

I wouldn't write off Miami until a QB actually signs with them and wants to come there. It seems like none of those free agents find that organization very attractive to them. If the Dolphins do sign Alex Smith though I definitely could see Tannehill taking a little tumble on draft day (and actually get taken about where he should - in the 20s instead of the top 10).

I actually have Cleveland taking Cousins in the beginning of round 2 in my latest mock.
RB Trent Richardson, WR Michael Floyd & QB Kirk Cousins would be a major upgrade for that offense, and its very likely to happen

Weeden's age and how far the Browns really are leads me to believe Cousins may be the better for the Browns situation. Plus he's accurate and could really fit well in the West Coast offense.

Persa at 27 wouldn't be bad but if we missed out on Relf by a pick I would be pissed. I like Paulus over Foles at 31 too, his brother was a basketball player and the only good players in the NFL have basketball in their blood.
