There's exceptions from libel and slander laws when it's about politics. Those don't apply to all public figures.

Public figures are public figures regardless of their status in politics, i was just using the politics thing as an example.

They are, but legally political speech is different from all other types of speech and thus you can not be sued for libel or slander in the world of politics. You can however be sued for libel or slander of other public figures, although as you correctly pointed out the standard is different than it is for private citizens. That's why political campaigns can straight up lie about whatever they want.

I recall when Vilma sued Goodell (I think it was for defamantion), that Vilma would have to prove that Goodell knowingly lied. That Goodell knew Vilma did not offer the bounty, but said he did regardless. So, presumably the NFL would have to prove the same to win a lawsuit.

I don't know that this possible, but the NFL is run by 32 extremely rich men who all have a vested interest in keeping the league's image in good shape. I'm sure they can throw enough money at this problem to find a solution, even if it just means threatening to tie her up in court forever.
Of course that may not be worth all the trouble if she is just going to name 2 people that they're willing to throw under the bus. I assume right off the bat that no one cares about the former player. But if they can figure out who the executive is before she announces it, they may decide he's worth saving and fix the problem.
