If you play for USC, Texas, Oklahoma, or any other school that can more or less recruit whoever they want, then yes: your win/loss record as a quarterback matters. It says "even when I surround this guy with talent, the results still aren't great."
If you play for Delaware, Vanderbilt, Kansas State, Miami University, etc. your win loss record really doesn't mean that much. You're frequently going to be lined up against teams that just have better players than you do. I mean, Miami University plays in the MAC, MAC teams regularly get scheduled as cupcakes for Midwestern teams to round out their preseason schedule.
How many of Dysert's losses are games that Miami simply wasn't supposed to win? On the other side of things, how many wins belonging to Barkley or Landry Jones are games that USC or Oklahoma didn't even need to play those guys in order to win by four touchdowns?
