My understanding is that team's have the option of carrying over residual cap space from previous years.

so for example if on 2011 they were

If they do carry over the cap room, then the salary floor comes into

Teams like Cleveland, Cincinnati etc have a history on not being big spenders, I don't think it is automatic that they carry over all their potential cap money.

He signs very cheap FA's who nobody else really wants. His drafts have been saved by Zimmer who is able to get the most out of some real characters who nobody else wanted and didn't cost him a whole lot to sign.

Your thinking is about 5 years behind the times. look at the last few Bengal drafts, they have been solid to very very good. And the Free Agents picked up have been the value guys that have played well.

I am a Bengals fan and it was a long time coming but things actually do look favorable these days with good drafts, no idiots or prima donna's on board and good coaching.
