They do count for the offseason only the NBA draft is before the free agency starts so at that time the cap is from the year before.

Speaking of Kevin Martin, with OKC on the clock it will be interesting to see what the end result of that Harden trade looks like. I thought they won it at the time so it will be interesting to see how they choose to go forward at SG.
