Tier 1

Franchise QB's - This guys will lead their team to the playoffs year in and year out and will have a 2004 class type impact with at least 2 Super Bowl victories IMO.

They all came in to disastrous situations (Russell Wilson went to an average team) and rose the level of play of everybody around them taking their team to the playoffs in their first year. Theres a lot to look forward to with these lucky franchises.

1 Andrew Luck
2 Russell Wilson
3 RGIII

Tier 2

4 Colin Kaepernick: this guy is on a tier by himself, I found it extremely difficult to rank him. He's a talented guy who walked into a perfect situation: great OL, great stable of RB's, talented number 1 WR, great TE. He has a ton of talent around him on offense and an elite defense who's able to amend some of his mistakes.

Granted he provided a boost to a pedestrian offense, but the team was extremely talented to begin with, I mean they reached the NFC Championship last year without him.

If he continues to play at this high level consistently (and probably with a ring on his finger) he'll climb maybe even to the top spot.

Tier 3

Good starting QB's- These three guys have shown promise and theres hope they will become true franchise QB's is just that a little something is missing.

5 Cam Newton: this guy has the talent to be atop of any list, but he needs more consistency out of his offensive teammates and some help from the defense.
This is why I found it difficult to rank Kaep, these two guys compare favorably in every aspect of their game, the difference being the supporting cast. Newton would thrive with the 49ers and Kaep would struggle with the Panthers IMO.
6 Andy Dalton: dissapears on the big games. He needs a signature win to be considered a franchise qb
7 Ryan Tannehill: just like Newton he needs weapons and consistency, but theres hope.

Tier 4

Reliable backups (could be good starting qb's if given the chance, but no more)

8 Kirk Cousins
9 Ryan Mallet
10 Nick Foles

Tier 5

Trap QB's (wasting team's time)

11 Sam Bradford: Mr Bradford could develop in to a good starting qb but has proven he needs a ton of talent around him to succeed, not one of those guys who rises the level of play of his teammates
12 Christian Ponder (Can be a reliable backup)
13 Brandon Weeden
14 Jake Locker
15 Blaine Gabbert

While I don't disagree, I don't like including Locker with RT and Bradford. All three work with crap, but two of them still manage to look decent and put together some sustained awesome play, Locker needs help, but he also has a lot more work to do than the other two. I really feel like Bradford's ready if Fisher can find him a stud to throw to.

so that equates to them being substantially better players than him in the future?

The statement was in regards to their future not the result of their rookie season.

Don't just cherrypick stats to suit your argument, take a holistic view and look at the whole picture.
A lot of Luck's ints came from the offense he was asked to run. Next years offense will be much more efficient with his old mentor from Stanford as OC. Luck also has better tools and talent than Wilson. Wilson is good dont get me wrong, he is 2nd on my list. But he inherited a much better team to start with, at least for now.

If you are talking about the future you can't really take into account injuries unless you think current injuries are going to somehow affect his long term career or you think he doesn't have the ability or willingness to change the behavior that would require less injuries.

Wilson scored more TD's on fewer attempts. This argument goes both ways.

As for the Seahawks run game making Wilson "look better than he is," Lynch had a flat out awful game against Atlanta, so did the defense, and the coaching staff for that matter. Wilson and Miller were about the only guys that came to play, Wilson led the team back from a 20 point deficit only for the defense to give the game away with 30 seconds to go. Wilson played better and better when he was given more responsibility as the season progressed. Lynch had a great year, but he never once took over a game, Wilson did several times.

I know, it's disgraceful.

In all seriousness though the outlook isn't good. While some teams aid their young QBs with college inspired systems and competent units around them, the Titans apparently had Locker running a pre-snap read offense under Palmer with no other unit except maybe the tight ends and linebackers playing at an acceptable level, and are seemingly running with minimal changes to the coaching staff for next season. I've always felt a good QB draft choice is most helped by good timing, and Locker happens to be picked by the Titans at a really bad time.
