Exclamation Draft format in 3-man keeper league? Help plz.

12 of us have a 3 man keeper league and we're going into our first year with actual keepers from last year. In prior years we've just done normal random snake drafts.

This year we are struggling with draft format. The draft order is based on last years' record, from worst to best.

The point of contention: do we keep the order snaking, which gives the best teams two picks in a row and forces the worst teams to wait 23 picks before they can bolster their rosters again? Do we do a straight draft and penalize the better teams by making them pick at the end of every round? Keep in mind about 30 of the best players were kept by their owners.

I think the answer is some mix of the two, like a straight draft order the first two rounds and then snaking, or something like that. Few or none of us have done keeper leagues before so any help from experienced keeper players would be welcome.
