You could have also booked stuff for her that she has been wanting to do, like dance lessons together, cooking classes, pottery, etc. There are also surprise trips, etc. Lots of ways to go. Spa is generally easy and the rewards are worth it...

Her desire to pick out her own gifts could mean a lot of things. It could be her family's tradition that people pick their own gifts. It could be her history with guys not listening to her and getting her bad gifts. It could be a specific history with the guy not getting her the right things. It could also be a thing where she doesn't want him to spend too much money on her, so she's trying to control his costs so she won't feel bad. Alternatively, it could be her making sure he spends what she thinks is "enough". This is a very vague description of the situation. Would need more color to cry fair or foul.

I do lean foul because it represents a situation where the girl is exerting significant control. This is not necessarily indicative of a healthy relationship.
