I'd say Talia slightly over Catwoman. Quinn was solid with Joker, but alone she fell flat in the comics often. Talia had the training, power, and manipulation ability. And Poison Ivy was always kinda poopy.

Harley Quinn is pretty much useless without The Joker so I'd rule her out immediately. Ivy is a decent enough villain but isn't the threat the Talia and Catwoman (where is she here?) are. I'd personally give it to Catwoman because of the psuedo-goodness she possesses and the intriguing storylines done with her.
