I guess Locke and Devine will compete for kickoff returns along with a bunch of other guys. Locke's a 4.3-4.4 guy. I guess they are hoping something sticks. I like the guys they brought in, but they all can't stay and you gotta think they'll sign a veteran back. And don't forget Havili who is a HB/FB.
