With the evolution of the TE position, teams are now trying to develop a new weapon. No one ever bothered to think about how devastating a pair of TE's could be to the gut of a defense. Probably because there were so few TE's with the kind of athletic ability that they have today. So if that is the direction a team wants to go in, then I think Fleener is very good player to start with. That being said, if you don't have the wideouts to command attention on the outside it is much easier to handle a pair of TE's. So if a team wants to build a really explosive passing offense using two TE's, then you kind of need both.
A perfect example would be Cincinnati. Yes, they have other needs and this won't be happening. But if they were to take Wright and Fleener at #17 and #21 they would have all the pieces in place to have a high octane offense that would be really difficult to game plan for.
So, to make a short story long, both:-)
