Fifteen men are one huge step closer to becoming members of the Pro Football Hall of Fame's Class of 2014.

Four first-year eligible nominees – Derrick Brooks, Tony Dungy, Marvin Harrison, and Walter Jones – are among the 15 modern-era finalists who will be considered for election when the Hall’s Selection Committee meets in New York City on Feb. 1, 2014.

The modern-era finalists were announced Thursday night on NFL Network's "Pro Football Hall of Fame: The Final 15." Two senior nominees, punter Ray Guy and defensive end Claude Humphrey, were selected as finalists in August by the Hall of Fame's Senior Selection Committee.

Here's the complete list of modern-era finalists:

Jerome Bettis
Derrick Brooks
Tim Brown
Edward DeBartolo
Tony Dungy
Kevin Greene
Charles Haley
Marvin Harrison
Walter Jones
John Lynch
Andre Reed
Will Shields
Michael Strahan

The bigger news here unfortunately surrounds the men that didn't make the list. Former Denver Broncos running back Terrell Davis again is not a finalist. Voters continue to punish him for his short, brilliant peak. It marks the 7th consecutive year Davis was a top-25 semi-finalist, but didn't survive the next cutdown.

Davis exploded on the scene with the Denver Broncos in 1995, beginning a four-year stretch of dominance that included an NFL MVP, two Super Bowl rings, a Super Bowl MVP and a 2,000-yard rushing season in 1998. He suffered a knee injury the next season, however, and never got all the way back. He hung around for two more seasons and was out of football by his 30th birthday.

"To me, he's Gale Sayers. He was a comet," NFL Media columnist Michael Silver said during the "Final 15" announcement show. "He was a brilliant player whose career was cut short by a knee injury."

Rod Woodson believes Davis deserves enshrinement based on what he called "the Gale Sayers rule." Sayers was another brilliant back whose career was cut short by a knee injury. The former Chicago Bears star was inducted into the Hall of Fame in 1977.

"When TD played, there was only a couple of running backs that we had to game plan for," said Woodson, who was inducted into Canton in 2009. "There were only two, and I played for 17 years. That was Barry Sanders and TD. Without the injury, his numbers would have been outstanding."

Former NFL Commissioner Paul Tagliabue also didn't make the cut. He is getting further away from enshrinement as the years go on, rather than closer. Tagliabue's candidacy was once a hotly debated topic, but now he's not getting a lot of support.

Former San Francisco 49ers running back Roger Craig is another player that isn't getting any closer to enshrinement. Once a finalist, he's been knocked out at the semifinalist stage for the last four years. Don Coryell, Steve Atwater, Joe Jacoby, Jimmy Johnson, Karl Mecklenburg, Steve Wisniewski and George Young also didn't make the list.

So who makes it in 3 weeks? A maximum of 5 modern era candidates from the list of 15 can be elected and thus a class of 6 or 7 can only be achieved if one or both senior nominees (Ray Guy, Claude Humphrey) are elected.

haven't the faintest, but for a long time (till elway, i believe, but i haven't had coffee yet, so i might be forgetting someone obvious), no bronco had ever been inducted, in spite of some fairly 'nfl story' defenses (orange crush), and some great players that everyone but the committee seemed to think should be in (randy gradishar is the primary example here).

i always assumed they were just too busy inducting mediocre steelers players.

I'd say Brooks, Jones, Shields, Strahan, Brown.

Harrison should get in, but after how the hall treated Cris Carter...

Davis, you can certainly make the case for. He put up gaudy numbers for SB teams. But the biggest argument against him (IMHO) vs Sayers was that after Sayers got hurt, the Bears running game pretty much died until Payton arrived on the scene. The Broncos had Olandis Gary, Mark Anderson, Reuben Droughns, and Tatum Bell putting up thousand yard (sometimes a few hundred yards more) seasons.

I don't think Marvin Harrison should get in until there is more information concerning his post-retirement incident. I'm sure they don't want another O.J. Simpson situation (who got inducted before he committed a double murder, and they can't remove him, I guess).

I would like Morten Andersen to get in the Hall. But if Ray Guy isn't getting in, Andersen isn't getting in.

Will be a helluva year for Florida State alumni as both Derrick Brooks and Walter Jones deserve to be there first ballot.

I'd say Strahan, Brooks, Jones, Shields, and DeBartolo should get in this year.

As for however Steve Wisniewski was eliminated before the final round, well NFL HOF voters need to be mildly ******** as a prerequisite to vote.

I don't believe Harrison is currently under investigation and as far as I know that murder case has been shelved.

It sucks that Aeneas Williams spent all those years on bad Cardinals teams.
For most of his career he was a top 5 corner.
I'll be curious to see if Haley and/or Greene finally get in. Two of the biggest slights by Canton IMO.

I don't understand why there are so many people who think Bettis is better than Davis. I would never put Bettis in the hall of fame, but he played for a long time and he had a cool nickname so he'll get in.

Um, only special RBs play in the NFL for over a decade.

Bettis' numbers and production say he deserves to be in Canton.

If Bettis lives another 40 years, he's still likely going to be in the top 10 alltime rushing yards in the NFL.

People are giving Davis the ultimate respect by even including a guy in the HOF discussion who had three elite seasons and two SB rings before he blew out his knee.

That's really unprecedented.

The case for and against Terrell Davis and Jerome Bettis for enshrinement are entirely different discussions and shouldn't be lumped together.

I still would not have a problem with TD getting into Canton.

To be fair, I do think that longevity is an underappreciated characteristic of the RB position.

To take the toll they take and play for as long as Bettis did is a testament to his ability. It shouldn't hurt him or help him with his candidacy bc while the longevity elevates his total production, it should be celebrated that he was able to play for so long in such a demanding position as well.

But I still don't think he's a HOF player bc he just wasn't all that special to me. He epitomized 3 yards and a cloud of dust, and we're rewarding him for nostalgia more than his ability.

4 seasons over 4 YPC in 13 seasons isn't special. Being borderline worthless in the passing game isn't special. 2 seasons over 10 TD's in 13 seasons for a guy that should seemingly be a stud goal line back isn't special.

Bettis being a fan favorite probably had more of an impact in him playing for as long as he did.
